New ICT Minister Vows to Push Forward Tough Reform

Güney Kore'nin yeni BİT bakanı ve politikacı salı günü yaptığı açıklamada, ülkenin dördüncü endüstriyel devrim kapsamında çeşitli zorluklarla başa çıkması gerektiğinden zorlu reformları ilerleteceğini söyledi.

Hükumet, büyük veriler ve Internet of Things (IoT) gibi ileri teknolojilerin bir araya getirilmesi ile karakterize edilen son devrimle baş etmek için çeşitli projelerde bulundu.

66 yaşındaki You "Dördüncü endüstriyel devrimden iyi bir şekilde faydalanabilmek için bakanlık, üyelerinin sabır ve özverisine ihtiyaç duyar" dedi.

Daha önce, Devlet İşleri Planlama Danışma Kurulu, Bilim, BİT ve Gelecek Planlama Bakanlığının önümüzdeki beş yıl için planları koordine edecek ana hükumet organı olacağını duyurdu.

Yeni bakan, bilim ve teknoloji alanındaki araştırma geliştirme (Ar-Ge) bütçesini yürütürken diğer ilgili kuruluşlarla birlikte çalışacağını söyledi.

Bakanlık daha önce 2018 yılında, bu yılın parlamento tarafından onaylanması beklenen çeşitli bilim ve teknoloji AR-GE projelerine, bu yıl için tahsis edilen 1,26 trilyon won'dan 1,52 trilyon won (1,3 milyar ABD Doları) harcayacağını açıklamıştı.

Yazılım sektöründeki yaklaşık 30 yıllık tecrübesiyle You, bu kritik alanda lider olacak şekilde ülkeyi değiştirmeyi planladığını belirtti.

Güney liman kenti Busan'da doğdu ve 1979'da büyük teknoloji şirketi LG Electronics Inc'de kariyerine başladı. Bu unvan bir bütün olarak iş dünyasına yeni geldiği sırada yerel bir teknik firmada enformasyon sorumlusu olarak görev alan ilk kişilerden biridir.

LG Electronics'de 25 yıl çalıştıktan sonra LG CNS'in başkan yardımcılığına atandı. Daha sonra, önde gelen çelik üreticisi POSCO'nun BİT şefi olarak seçildi ve 2010 yılında POSCO Araştırma Enstitüsü'nde genel müdür olarak görev yaptı.

South Korea's new chief ICT policymaker said Tuesday that he will push forward tough reforms as the country must deal with various challenges under the fourth industrial revolution.

"The Ministry of Science, ICT, and Future Planning should be reborn so that the ministry that can prepare for the future amid the changes," You Young-min said during his inauguration ceremony.

The government has been engaged in various projects to cope with the latest revolution that is characterized by a fusion of cutting-edge technologies, such as big data and the Internet of Things (IoT).

"In order to make good use of the fourth industrial revolution, the ministry needs patience and devotion from its members," the 66-year-old You said.

Earlier, the State Affairs Planning Advisory Committee announced that the Ministry of Science, ICT and Future Planning will be the main government body to coordinate plans for the next five years.

The new minister said he will work with other related agencies while operating the budget for research and development (R&D) in the science and technology field.

The ministry earlier announced that it will spend 1.52 trillion won (US$1.3 billion) in 2018 on various science and technology R&D projects, subject to parliamentary endorsement later this year, up from 1.26 trillion won allocated for this year.

You, with nearly 30 years of experience in the software sector, said he plans to transform the country so it will become a leader in this critical field.

Born in the southern port city of Busan, he started his career at major tech firm LG Electronics Inc. in 1979. He is one of the first to be tapped as a chief information officer at a local tech firm, when the title was new to the business community as a whole.

After working for 25 years at LG Electronics, he was appointed the vice president of LG CNS. He was then tapped as the ICT chief of major steelmaker POSCO, before serving as chief executive officer of the POSCO Research Institute in 2010.
